I am a current server client at UNIXy. Can I order an ARM server?

TL;DR; You certainly can but there's one restriction: current server rentals (if any) must not be cancelled. Cancelling a server after you have signed up for an ARM server will automatically lead to cancellation of the ARM server(s).

Why such an odd restriction?

Our business goal with the ARM line of servers is to promote new business and increase market share. Cancelling your current service in favor of your new ARM server leads to a high churn rate. It ends up costing far more than we will ever be able to amortize. But we also want our current clients to take advantage of this offer. So this rule is necessary and is enforced.
